I know you don't need this now, but for posterity and a new error that is logged for 2004S installs, I found the answer to be the number of servers multiplied by the default.
For 2004S
40000000 * number of servers listed in configtool.bat.
If you are only using one server, you should not see any issues. In our instances that had multiple servers, we got a ton of messages referring to OSS Note 657143 which is cryptic at best.
The first change I made was to our CI that only had two server instances and 80000000 was enough. When I added this to the DI's, I kept getting the error. When I changed those to 120000000, the errors went away.
