you should try to check these things inside your LSMW coding and create an error log.
You can use this error log to work through to avoid the error when executing the LSMW for real.
if you just want to move one value to another you can use the mapping / translation function in LSMW.

It seems, you were trying to execute via LSMW in which case, I feel, the issue is in your recording.

Check whether the business area is assigned to Plant/division combination in t.code OVF0.
