Some time my Enduser is committing mistake, by entering both the supplying and receiving plant same....
Suppl plant = 1200
Receive plant = 1200
Y system is not throwing any error??? is there any way to restrict this???

In SPRO>Materials Management>Purchasing>Environment data>Define attributes of System Messages select system messages. Select ME123 and make Category "E- Error".
check message Me123 in purchasing environment data > attributes of system messages
