Teamcalendar not showing all employees

The situation as it is now:

Employees in Department 1 can see themselves and their leader in team calendar.

Employees in Department 2 can see themthelves and their leader in teamcalendar.

Employees in Department 3a can see their colleques within Department 3a but not their leader in Departement 3 or their colleques in Deapartment 3b.

Employees in Department 3b can see their colleques within Department 3b but not their leader in Departement 3 or their colleques in Deapartment 3a.

Leader of Deaprtment 3 can only see himself :-(

The situation as needed:

Leader end employee of Department 1 should see the leaders of all other departments, but not the employees.

Leader of Deapartment 3 should see all employess of Department 3, 3a and 3b.

Employees of Deapartment 3a and 3b should see Employees of Department 3a and Department 3b and their leader in Department 3.
