If there is a system with only a db backkup of an sap system and the system crashes how the system must be new installed?
Must there be installed a newly sap system with abap and then recover the db
or
is it possible to install only sap mmc console without abap import etc. and then recover the sap db?

Yes you can recover your system.
Method is to install the SAP system as you install earlier. Then restore your DB backup into the new system. This is just like homogeneous system copy. Just follow the homogeneous system copy procedure. then you will be able to have your system up and running.
But you need to prepare the control files according to the new system. Its a challenge to create the requreired control files should taken from the source system

You need to install an SAP system using SAPINST with system copy option(backup/restore method) and use the backup to restore the database .
When you install using SAPINST , the SAP MMC will be automatically installed .
