Create Banks BIC2

Hi Experts

I am testing BIC2 transaction and in SWIFTREFT file, in a lot of records I am getting the National ID and IBAN National ID in blank. For example for the same country sometimes I get the National ID filled and other times not, in these cases I guess the only solution is to change the OY17 configuration and indicates that the bank key is not the Bank number (Bank key assigned externally)

Do you agree me? What do you do in these cases?
