PA03 authorization

Dear Fellows

I would like to ask about PA03 authorization. Who is authorized to use this T-code? Do you agree that we should not give this authorization to payroll administrator? Have any recommendations for not giving this authorization are been specified in SAP standard practices?

Actually the Payroll Administrator is the one who should have this transaction. It is a key transaction for payroll processing.

Take a look at the Standard role for Payroll Process Administrator SAP_HR_PY_PAYROLL-PROC-ADM and the activities which are part of this role
