Dear Experts,
How to restrict the users from comverting the planned order to production order if planned order of earlier start date is available. Means I have two planned order of X material whoose start date is 01.08.2012 and 06.08.2012. Then user should not able to convert the planned order to production order first whoose start date is 06.08.2012. Either he has to convert the planned order to prodction order first whoose start date is 01.08.2012 or change the start dato of more than 06.08.2012. Please suggest.

As suggested by Mr. Rupesh, it is discipline issue and users should adhered to dates.
If still you want to put a check, i suggest you to check with ABAP people and ask them to build a logic to restrict order creation if planned order date is not adhered.
Ask ABAP person, Use PPCO0007 exit EXIT_SAPLCOZV_001, this will trigger when you try to save the order. During this ask ABAP person to check the planned order for this material in PLAF table with order start date, and if you find any planned order with previous date then do not save the order.

It is not possible to restrict in standard SAP. It is the part of user discipline whenever they goto MD04 select first planned order and convert to production or process order.
