OM external number range issue

Calling all OM gurus.

I have created an External number range for Positions i.e. via transaction OONR, for subobject $$S:

EX  22000000   25999999   (Ext checkbox ticked)

Also table T77S0 is correct, i.e.:

NUMRG COMP X

When I transfer positions in 2 of them load correctly but 1 fails with number range error message. The 2 that work are 22827979 and 22827981, whereas the 1 that fails is 25237411. Yet the 1 that fails is still within the number range?

I can create this manually in foreground via PP01.

Are there any other settings anywhere else that I am missing?
