Enter change number - BOM has history requirement

Dear Experts,

I have a document structure (BOM) with change number attached, few users are able to create documents under that structure with out any issue using the bapis "BAPI_DOCUMENT_CREATE2" and "BAPI_DOCUMENT_CHANGE2",but some users are getting a message "Enter change number - BOM has history requirement" when users are creating a documents under the above document structure using the same BAPIs. Could you please let me know what are the possible reasons for this. I'm not able to debug the BAPIs due to some reasons and hence I'm posting this quesion.

Hello,

     It could be an authorization issue.

Could you check if the users that are able to create or change BOM have the authorization C_STUE_NOH with NOHIS = 'X'  : this allow to change a BOM without a change number even if the customizing  set the change number as mandatory.
