Relase notes for DS 4 SP 3 not availalbe

I've downloaded, and installed DS 4 SP 3 -- released last week. However I'm still unable to download the release notes.

The link takes me to a page the tells me the notes have not been released yet.

Can someone please point me to the release notes? There is an issue previously reported that is supposed to be fixed in SP3 that I would like to confirm has been corrected.
