message server is unreachable

hello! my name is muzammil and i am new to this community! i have recently started learning SD for the certification!

the problem is that when i start my ides it connects then suddenly the dispatcher stops working and it gives the error "message server is unreachable"! So i checked it on scn that the error log is in dev_ms file which is in usr icon! I dont understand the log so i am posting it here! plz help and thanks in advance!!

    Go to the directory


    edit the file BBC_DVEBMGS00_muzammil

    add the line

    rdisp/wp_no_enq = 1

    Restart the sap system.

    can you tell me the location from where you got the dev_ms file.
