unable to open tcode using webgui

hi Guys,

I was unable to open/ lanuch the tcode through webgui services...

url is http://xxxxxxxxxxxxxxxxxx:8007/sap/bc/gui/sap/its/webgui?~transaction=%2aZPMS_UPLOAD, and was able to open other tcodes...

and some times i am trying to pass parameters through in above url...that time even tcode also doesn't open...

Any ideas guys,pls?
