Style not getting applied to frame where webi reports are displayed.

I seem to be having an issue where my webi reports are not being styled and some functionality is not available. I am running bobj xi 3.1 sp2.

As of today the frame where the report displays is lacking some of the styling. We are unable to save a report to a users personal folder since the menu does not render. it did look like trhis. the menu rendered and the tabs on the bottom were styled.

this is how it renders now. in the image below the Document menu has been clicked. the menu cantainer is empty and large enough to cover everything in that frame. The tabs and the arrows on the bottom of infoview are also miss styled.

I have deleted and recreated the Catalina file.

No changes were made with-in before the issue appeared.

Has anyone had an experience like this?
