Unable to view "export to platform" option in Dashboard Design Tool

Hi all,

i am unable to export my .swf to the repository since the option of 'Export to Platform" is not visible. Please help me out with this. I do not think this is an issue with the patch difference. Has the installtion not been done properly? Any help would be appreciated.
