Guys I created a Sales BOM for part A and it has components B and C.Everyone has item category group ERLA in material master . For part A item category in sales order TAQ. I created the order ,Delivery and PGI .After PGI only part A qty is getting reduce and there is no change in components qty.Please do let me know if I ma missing anything,

In BOM process maintain ERLA for main material and all sub material place NORM only.
In VOV4 assignment should be like this .
OR ERLA --- TAQ ( for main item )
OR NORM TAQ TAE ( for sub items)

We already have this config setting but I don't see 2 business requirements fulfilled together.
a.Pricing at header Level.
b.only components get consumed.

I tried what you said.I don;t get both the things at one time (Price at header level and inventory reduced only at component level ).With ERLA I can see price at header level but components didn't get consume.So it did't work.With LUMF I didn't see the price at header level but components got consumed .So it didn't work.

In cs01 when you create it , surely u must give the item cat as L stock item as G Lakshmipathi said , then when the order is created you could see the exploded form of the BOM . But when you create a delivery and post goods issue is done actually if you could see the material document it shows that the item with item category TAQ is issued where as the components is not . In the delivery screen also in the picking tab page the components line items are not picked ,it only shows the delivery quantity when was already entered in CS01 while you created the BOM .
In production when the BOM is created last the finished good is created out of the raw materials so only the finished good is sold not the components . I hope you got some idea

If the BOM is not exploded then it is a config issue (most of the times)
Did you check whether the ”Structure scope” is blank in item category TAQ?
Below are the basic settings we follow for BOM
1)
--> Logistics --> Sales and Distribution --> Master data --> Products --> Bill
of material --> Material BOM --> Create
Plant: XXX Dresden
Usage: 5 Sales and Distribution
BOM item category: L Stock item
2)
Change the item category group in the material master of the main item in
the BOM
-->Logistics --> Sales and Distribution --> Master data --> Products
--> Material --> Trading goods --> Change
Choose Sales: Sales org. data 2
Sales organization: XXXX
Distribution channel: XX
Item category group: ERLA/LUMF
Create an order for the main item and the BOM will be exploded

I was able to see the BOM in sales order but still have one issue.There is no 601 movement type for the components. In the delivery I couldn't not put anything in picked qty at component level as that field was grayed out. I was thinking that field will be automatically going to populate once I populate the header level with the picked qty.

You create main material with ERLA and components with 'NORM' as item category group and maintain CS01. Create sales order and enter the main material and BOM will explode. You can see that for main item, item category will be TAQ and other TAE.
While doing delivery, you can only enter the main item quantity in picked and delivery quantity and others will be greyed out. when you do PGI, you can see that only the main item will be reduced from our stock. This is SAP standard process.
If you want to have the inventory movement for components, then maintain LUMF for main item and do the same process. Then you will be able to give the picked quantity and delievry quantity of components and also have inventory movement for all.
Hope it helps. Revert back for more clarifications.

Not clear what your configuration settings are. First check in CS02 for those components, under the tab "ICt", what is maintained. It should have been "L". Next check in delivery whether you are able to see the 601 movement type for those components.
