Dear Expert,
i have planned to upgrade the ECC 6.0 HR package level from 69 to 82. due to some issue and requested by SAP HR team. so kindly suggest me and provide me help .
1- is there also required upgrade the BASIS and ABAP package currently running with level 20 or some another package ?
2- i have downloaded only two package SAP_HR and SAP_EA is this right ?
3- also we required to use the SPDD and SPAU or CRT ?

As already suggested, it is recommended to apply the Support Package Stack and use the solution manager system to generate the stack and download the packages. Solution Manager will take care
of the dependencies.
that being said,
Yes you may will need to upgrade SAP_BASIS , SAP_ABA , PI_BASIS packages depending on their current level and the prerequisite of the packages. You will need to check the prerequisite of the packages and meet the prerequisites.
If there are any changes to the SAP standard object which are being imported in this update, then you will need to perform the SPDD (for dictionary objects) and SPAU (for non-dictionary objects).
If there is any conflicts with other components , then you might have to use the CRT.

You should always use MOPZ to download the stack and apply as it ensures that all required dependent components are patched as well along with Kernel and IGS.

The latest available stack is 21 for ERP 6.0.

This is a wrong question in the 1st place. Either you do a complete stack upgrade and use MOPZ to generate the list
Else if your business requirement is such that the primary focus of SP upgrade is selective upgrade of a component then only you should proceed. For this you basically need to check the dependencies of the concerned component vis-a-vis other components and if any exists as such take care of it by upgrading those components as well . While doing pre-requisite checks SPAM will itself in form you of the dependencies.
And discuss this with SAP also that you are planning to do this.

You should go through the release notes to identify any dependencies. Also it is always advisable to apply support package stacks rather than upgrading individual components .
