User Mapping error

Hi all,

I have installed EP60 SP11 on SAP WebAS640 (Abap and Java).I'm not able to create any user in portal.If i create a user in the abap system then its available in the portal.Is there any option that i can do so that users can be created in portal.Also user mapping is throwing an error when i tried to map a user to a system.
