PPM 5.0 custom field on item overview -> finanical information not showing for some users

a previous developer added a bunch of fields to the Financial Information subtab of the Overview tab. Two of them are editable. However, for users with Display-Only access, the fields aren't showing at all.

any idea where this config is held? I'm not even sure where the screen is stored - the field help shows that this:

Application: RPM_ITEM_DETAILS Web Dynpro Component: /RPM/ITEM_DETAILS Window Information: WI_FIN_OVER View Information: VI_FIN_OVER

However, I go to that application and don't see any of those custom fields on the screen. So i figure they were added through config somewhere.
