Why is FlashControlV71.dll detected as a dependency (CR for VS10)?

In a vb.net, winform, VS2010, CR for VS2010 project, the setup project (Detected Dependencies node) contains a FlashControlV71.dll file.

Could someone shed some light on why this file is detected as a dependency?

Under what scenarios do WinForm projects truly require this file?
