Data sheet fail when re submited

hi All,
we are facing one issue like when a data sheet containing the data for PI is sent , in that out of 16 sent 2 are getting failed. when we try to send the failed sheet again stil it fails. the error is like time out.ICM_HTTP_TIMEOUT,
can any one help me on this.
