How to add new users or agents to Quality Notification Workflow WS24500047

How to add new users to QN workflow WS24500047. Is this through agent assignment, or thru Organizational Role using <PPOSE>? If I add thru <PPOSE> to the Role, the new users are not getting the Workflow. Any ideas on how to resolve?
