Discount Condition only at Header Level , not item level

HI,

In my project there is requirement to applly restocking fee (minus) on subtotal value ( means on total net value ). Client requires only at Header level, item prices should not change because of restocking fee deduction. I have created condition type only with "Header condt" tick ,not selecting "Item condt".

But still the condition vlaue is distributing allline items which is not required,

How to config this type reequirement in SAP condition type and pricing procedure?
