Substitution rule with end date

Hello

Does anybody know why it's possible to create a substitution rule with a end date in ECC (with programm RMPS_SET_SUBSTITUTE) but not in the portal ?

Is there a tip ?

            You can achieve this functionality of Substitution rule on portal by developing a custom Webdynpro application.

you mean this functionnality it's not in standard  ?

We have to developp a specific webdynpro ?
