How to prevent the specific user for to view the financial reports for the previous year only

Dear all,

I want to assign the role and authorization for the specific user  to prevent the view for financial reports for the previous year only".

How to assign this (To block the authorization for view the reports 2011 only) and Only to view the financial reports for current year 2012.

Any suggestions please.
