System Status vs User Status

Hi Experts,

I am having trouble with my testing. Currently, I made a Real Internal Order with an initial SYSTEM status REL. However, my USER status is CRTD in which I didn't make any workflow from such status. Therefore, I won't be expecting that I can do "Goods Receipt for PO" transaction because as far as I know, USER status overrides SYSTEM status. I didn't put any workflow from my USER status CRTD. As I did MIGO, it says that the document is O.K. The error that I expect to appear did not pop up.

Can you help me to solve this issue?
