How create offence List Infotype 802

Hi experts!

We'd like to use the infotype 802 for employees sanctions.

The list offence is empty. If I've tried adding new records in 'Define Sanctions/Offences' from the IMG Personnel -> Define Sanctions/Offences, after adding new records it still is empty.

How I should fill the employees sanctions?

Is correct infotype 802 or I should use another one?
