How to stop creating two records of employee followed by ESS change of personnel Info.

Dear Experts,

We are facing issue followed by ESS live in EHP5 in terms of personnel information change. Whenever portal users are changing any information related to personnel data or address through ESS personnel info in portal, its creating multiple records under same ID in R3 creating lots of confusion.

Kindly suggest how to restrict it, i tried by changing time constraint to 1 in IT0002/IT0006 in T591A and B1 in T7XSSPERSUBTYP table, but i didn't work.

Also since there is standard workflow available to approve such changes, we are trying to build a custom workflow.

Please help to resolve it ASAP.
