The TCP/IP connection to the host has failed. java.net.ConnectException: Connection refused

Hello all,

I yesterday installed Business Object BI Platform 4.0. I kept the default database from the installation and setup installed SQL Server 2008 Express Edition. After that i installed Data Service SP1. I didn't configure the repository during the installation. I created one repository and assigned it to the Job server. But when i was configuring repository for Data Services in CMC i received the following error:

"There is a problem to connect to repository: The TCP/IP connection to the host has failed. java.net.ConnectException: Connection refused: connect."

Other things i noticed that i was not able to find tomcat6.exe, CMS.exe, sia.exe and java.exe under the process menu of task manager. While services like BOEXI40Tomcat and BOEXI40SI and for Sql server were running just fine.

I checked SIA in CCM and all the servers were enabled and running. I even tried stop and start the SIA but that didn't work either for me. After that I checked the ODBC for data sources. Installation created data sources for CMS and Audit Server. I tested both the data source and the result were successful.

I am not able to figure out what's the problem. Its a complete mess. By the way i m using Windows 7 OS 64 bit. I know the Win7 don't support BOBI and DS properly but still i have used that in the past.
