Tcode : OBCE - How to activate transport option ?

Hi.

Not familiar with this tcode OBCE.

Transaction OBCE - transport option coming greyed out in the edit menu \transport\ options : include in request \delete from request is greyed out.

.

Can anyone advise - as to how to activate the transport options.
