can contractors/temp employees create SRM Shopping carts

Hello SRM Experts,

I have a requirement in SRM wherein contractors should be able to create shopping Carts. we are on SRM one client . Contractors are not part of the HR org structure. Can contractors create carts without being in the org structure? what is the best practice for this requirement?
