Hi,
Can I enter a value for any characteristic that "is not equal to value"? for example I have got a characteristic named Z_MAL_GRUBU. I want to enter a value in this characteristic like this: ≠ IG
The release strategy 02 is run when a value is input diffrent from "IG" for Z_MAL_GRUBU characteristic.

characteristic value as ≠ IG can't be maintained unless if the ≠ IG is maintained in the respective field and communication structure mentioned-- if it is fixed value
if you are assuming that the value anything entered not equal to "IG" should under go release strategy then this case absolutely not possible as per standard SAP functionality

characteristic value as ≠ IG can't be maintained , you will need to use ranges ( break it into 2 parts one greater then section and one less then section) or individual values. Not equal to functionality always invites room for inconsistency , i think that is why it has not been provided here.

No this is not possible in valuation of a characteristic.
it is only possible to have select options in selections like CL30N.
if you enter ≠ IG in a character field, then SAP validates the full content if it is EQUAL, means it considers the ≠ as part of the field content.
If you don't want to enter any single positive case, then you should make the decision in the user exit.
