FM Consistency - budget should not be reduced to less than release

Hi

I have successfully created rules to ensure that you can't transfer or return budget to less than 0. But I also need to ensure that the original budget is not reduced to less than what has been released either by transfer or return. How can I do that as I'm struggling with that?
