Is there any way we can create a pricing table to fetch the combination of sales organization and ship to party city. actually the user wants to automatite the frieght pricing based on the ship to party city.

U can do it, by creating a condition table with the required field customer region(i.e, Ship-to-Party).
Yes we can do based on ship-to-party region.
I would say that it's a basic requirement.
