How to restrict PO

Hi All,

How to restrict PO creation based on  Requisition and Material group.

Basically we are created some  requisitions with material group and release strategy triggered . once approval process completed convert to PO.

But some users created PO's with out requisition for this material group.

I need to restrict if PO is created with this material group and no requisition is  existed.

Please need your inputs.
