How can I use a formula to create a parameter ?

Hi

Dynamic Parameters can be created based on table fields and there is no option to create any parameter based on your CR Formulas.

Static Parameters can be created without any field reference.

Other hand if you can handle/arrive value for your formula at database end using Add Command that will come in as a field in your CR report. this can be refered while creating formula

Also, you can use a parameter in your CR selection that compares to a formula in your report...
