ESS ACCOUNT DURING RE-HIRING

The user is from HR and has questions

The user has a question regarding ESS account,

When a hiring is made in SAP HR a email is sent to you and you creates a ess account? (is this correct?)

When a re-hiring of a person is made in SAP HR the same email is sent to you and a ess account is created by you?

Please confirm that I have the correct info, if not please update me 
