Validation for GR and IV posting date

Hello Gurus,

I want to put user exit or validation which ever is possible in MIRO.

I want system should not allow to do MIRO (IV) whose GR is done before 01.04.2011.

Doing MIRO for such GR should be possible with certain user ID. Can any1 help
