Create a inspection characteristic

Dear Gurus,

I have a reuirement to config a inspection characteristic for a routing operation and get it in to the CO11n teansaction. for the movement I have created a inspec charact to the operation. but it doesnt come to the CO11N it comes to the QE51n only.

Can I do this.
