WG21 - "Material group hierarchy level" and "Characteristic profile" fields

At WG21, there exist "material group hierarchy level" and "characteristic profile" fields. Can anybody send document about these fields? How do we create the master data / make the customization? Also can anybody tell about the usage of these fields?
