Incompletion Log Doesnt show up Missing Storage Location

Hi,

Incompletion procedure has been set for item category ZTAN and in it LGORT ( Stoage Location ) is mandatory.

But in a sales order in production system for one particular line item , the storage location is blank and it is not showing up in the incompletion Log.

Any ideas??
