New Org Levels wiped off

Hello Experts!

I came across a strange situation. not sure if any one of you experienced the same.

one of my colleague create a Transport after adding a Org Level Plant value on 04/02/2012 and it was imported to Production on 04/13/2012. This transport eliminated all the New Org Levels ( We created new company codes/Plants/Pur Org's/Sales Org's) which were assigned to that role, but that transport carried the new plant code added by my colleague to production.

Now the thing is that when i checked the role last changed by in Production it shows me correct information that it was changed by my colleague on 04/02, but when i was checking the same role in Dev and Test systems i cannot see the last change date as 04/02, but it gave me the last change date as 03/21/2012 and in these 2 environments it has all the new org level values except the Plant code which was added by my colleague.

FYI our Dev and Test systems were refreshed with Production data on 03/23/2012.

Any thoughts on this, Please share with me.
