Talent Potential Appraisal - transport issue?

On an EhP5 system, I have created a Potential Appraisal using the wizard (Define Forms for Talent Assessment). I have then used Transport Forms and Transport Process Form Assignments from the IMG. I have then used SCC1 to move this to a test client.

In the test client, I am able to get the Create talent assessment function in MSS but ends up in a dump.

I then checked the configuration and realized the Potential Appraisal template was not transported. Only the category TMC Talent Potential Assessment was transported.

Other observations: I know the img step Transport Forms is just meant to do that and the wizard handles the config, etc. but when I try to run check template (from HRTMC_CATALOG_TMC), I get errors saying 'You do not have authorization'.

I'm not sure whether this is causing the transport issue?
