Production resource/tools view in material master

Hi All,

I'm creating Tools material with FHMI material type, We are not maintaining any data in production res/tools view, in TASK list usage tab i have give "000"-no task list categories(because its a required field).

For every material In same view(produ resou/tools) the Ref.date for start 01(start date for setup) and Ref. date for Finish 04(Start date for execution) are by default system taking for every material.
what will be the effect of those to for the materials.
shall i create material without production res/tools view?? My bother is that view is unique to tools, what will be the effect of those default values if I maintain tools view??
please give your valuable suggestions.
