Vendor Valuation Weighting

Hi guys,

I am executing the ME61 tcode having the followings Main Criterias: Price 30%, Delivery 20% and Service 10%. I just have got score for "Service" and the system is giving to it a 100% weight so the Global Score is equal to the Service Score, is it normal?
