When I log into my appset, it brings me directly to excel rather than the admin console. Furthermore, the action pane is completely blank. I have two versions of office on my computer, and am uninstalling 2007...Please advise.

In order to access BPC admin console, you need to open the Admin client and connect to the server with your login credentials. Make sure you have installed the admin client, and also ensure that you have appropriate authorizations to access the admin client. Also please check your member access profile.
