Consignment issue with partial delivery

Hi

i have one query , when we create a consignment issue order for a material with 2 quantity and creates a delivery for only one quantity, in this scenario when I check the consignment issue order, its Processing status at item level shows completed as over all status and fully delivered as delivery status. (as shown in the image below). But actually we had done delivery of only single quantity out of two. can you explain why this happens.
