In Table T556C where you create your counting rule what is the meaning of the field :Within Entitlement"and "Over Entitlement"?

Hello All,

Please clear my concept about the meaning of"within entitlement" and"over entitlement".these 2 fields come in the last part in the table T556C where you create your counting rules.We have to select our predefined deduction rules in those fields of over and within entitlement.Please clear my concept?
