How could I Restrict Dialogue work processes on external connections in solution manager

Hi,

I need to restrict the number of dialog work processes taken up by external SNMP connections to solution manager. i.e currently its a free for all and my managers monitoring software he is connecting to SAP is hosing our server so I have shut him out, however he still wants access so I need to give him 1 or 2 maximum dialog work processes out of the 8 I have available.

Anyone know how to do this?
