NCOA job fails if input is less than 100 records!

We have an NCOA job that runs fine normally. But it has started failing with following error:

I took a large input file from a successful run and kept on reducing the number of records in the file - it turns out the 'good' file too starts failing if the number of records fall below 100.

I am not sure if 100 is some magic number, but it's really baffling the same job would start failing in such a way.

Any insight is greatly appreciated.
